Venezuela: Realidad Vs Irracionalidad
Primera Parte
Quiero
comenzar este ensayo con la siguiente cita. “No puede haber una sociedad
floreciente y feliz cuando la mayor parte de sus miembros son pobres y
desdichados”. Adam Smith.
Pobreza y
desdicha son las realidades que
experimentan la mayoría de los venezolanos
gracias a un modelo fracasado. ¿Pero
qué hacer para cambiar el rumbo y buscar una opción razonable? La respuesta a
esta pregunta es compleja porque requiere el consenso de todos los venezolanos
en un gran debate nacional para así definir cual será el modelo político-económico
a desarrollar para el futuro.
Debemos de
revisar la historia y utilizar el
sentido común para así llegar a
conclusiones que nos permitan tomar la mejor vía y romper con los paradigmas que no permiten el
avance y desarrollo deseado por todos. Ante esta encrucijada la nación debe de
escoger entre dos visiones:
Vía actual:
Atajo rentista-socialistoide generador de muerte, pobreza y destrucción. Bajo
esta opción siempre seremos un país del tercer mundo. Lleno de carencias y con
poca posibilidad de desarrollo, en donde
solo una minoría privilegiada avanza.
Vía hacia
el futuro: El largo y difícil camino del capitalismo democrático en donde impere el respeto a la ley y al mismo
tiempo se estimule vigorosamente el desarrollo y el progreso a través de la
generación de oportunidades para toda la población por igual.
Partiendo
de lo recién expuesto y llevando la reflexión
al tema económico. La solución a los grandes males de la economía venezolana pasa
por la puesta en marcha de un amplio
programa de reformas estructurales. Esta
empresa requiere determinación, madurez, sacrificio y sobre todo disciplina por parte de todos los venezolanos para que en
un tiempo razonable podamos experimentar un sano crecimiento económico que nos
permita salir progresivamente del atraso y la pobreza que ya existía y que el
socialismo del siglo 21 se ha encargado de potenciar a niveles casi inverosímiles.
Siendo específico
en una propuesta de cambio, a mi entender debemos de abordar el tema económico trabajando en aspectos
básicos tales como:
1. Política
monetaria: Por el supremo interés de la nación es urgente devolver al Banco
Central de Venezuela (BCV) su total y plena autonomía. Para los agentes económicos es de vital importancia saber que el BCV podrá
actuar de forma independiente (sin la intervención del ejecutivo o cualquier
otro poder) en temas claves como: Fijación de tasa de interés y cambio,
reservas internaciones, emisión de dinero, contabilidad nacional etc. Lamentablemente
el gobierno ha utilizado el BCV, como una máquina de imprimir dinero sin
ningún tipo de control. Mientras escribo este ensayo recuerdo una expresión que vociferaba el presidente Chávez en cadena de radio y
televisión que decía: “Señores del BCV necesito un millardito de dólares, solo un millardito”. Esta expresión fue
literalmente el comienzo del asalto por parte del gobierno al BCV y en
consecuencia el inicio del saqueo al
tesoro de la nación.
Por lo recién expuesto es más que evidente devolverle a nuestro banco central su total y plena autonomía.
2. Déficit
fiscal: El combustible que potencia la
inflación es el gigantesco déficit que maneja
el gobierno. Esta mala práctica de financiar el gasto del público y en
consecuencia inundar el mercado de
bolívares (inorgánicos) es el peor impuesto que pueden pagar los venezolanos y
sobre todo las clases más humildes. Obviamente es un esquema perverso que es
perentorio detener lo antes posible. Ahora bien la eliminación del déficit
fiscal y en consecuencia la disminución de la inflación en el caso venezolano
pasa por los siguientes puntos:
2.1-Reducción drástica del tamaño del estado:
Eso pasa por la reducción significativa
del nivel de gasto público. A los
políticos les encanta gastar a manos llenas. Y sobre todo a los gobiernos de
corte socialista. Como dijo en el año 1976 la Sra. Margaret Thatcher “El
socialismo fracasa cuando se les acaba el dinero de los demás”. (En el caso
venezolano es un ejemplo que ratifica lo expuesto). El estado ha adquirido
hoteles, líneas aéreas, fincas, supermercados y un largo etc. La compra de
estos activos (en su mayoría confiscados) ha creado un ambiente de
profundas distorsiones en nuestra economía. Porque la mayoría de
estas empresa (tal vez todas) son
totalmente improductivas. Operan con fuertes pérdidas y la calidad de bien o servicio es pésima. (Verbo
y gracia el servicio eléctrico). Las pérdidas en estas empresas son absorbidas
totalmente por su único dueño “el estado”.
Y esto trae como consecuencia un constante uso de fondos públicos que solo
busca mantener a cualquier precio un estado tremendamente ineficiente y potencialmente corrupto.
Continuado en el tema del inmenso tamaño del estado
otro elemento a analizar son los
subsidios (directos o indirectos), (incluyendo la gasolina: este punto merece
un comentario aparte que lo desarrollare más adelante). El tema de los
subsidios es lamentable ya que el estado los ha utilizado como bandera política
y no como un elemento dinamizador de la economía. Las externalidades de la
economía son un hecho, porque existen sectores de la economía donde no puede
llegar la mano del sector privado. Pues
bajo esa premisa es obvio que el estado deberá actuar. Pero solo cuando sea
justificable y necesario.
En fin es necesaria una redefinición total del
papel del gasto público en nuestra economía. Es urgente establecer un estado
que se dedique a aspectos básicos tales como: 1- Seguridad y defensa del
territorio. 2- Seguridad pública. 3-Salud. 4-Educacion. 5- Seguridad social.
6-Justica. 7-Politica exterior. Si durante estos últimos 15 años el estado
hubiese invertido la inmensa cantidad de recursos recibidos (casi un millón de
millones de dólares) de forma seria y
enfocándose en los puntos arriba expuestos obviamente la situación seria
totalmente diferente.
2.2-Privatizaciones y Deuda: En este sentido hay mucho trabajo por hacer ya que el estado no solo puede reducir sus gastos vendiendo empresas deficitarias sino que también puede recibir importantes recursos provenientes de la venta de estos activos. Un ejemplo podría ser la venta de CANTV, Electricidad de Caracas, Sidor, Cemex etc. Estas empresas pueden ser tremendamente atractivas al capital privado (tanto nacional o extranjero) y per se este tipo de negocio requiere ingentes inversiones que obviamente el gobierno no está en la capacidad financiera y muchos menos posee la experticia para la gerencia de estos complejos negocios. En este punto debemos ser pragmáticos y sobre todo realistas. El estado es un pésimo administrador porque no hay dolientes, en las empresas del estado la eficiencia y la responsabilidad son una fantasía.
Con el dinero producto de las privatizaciones
el estado podría realizar algo que no se ve desde hace muchos años. Y este algo
es liquidar lo antes posible la deuda de la nación. Esto es totalmente
realístico por que la nación posee suficientes activos que al ser vendidos al
sector privado pueden generar el suficiente flujo de efectivo para recomprar en
los mercados financieros internacionales nuestros papeles (deuda) o (simplemente liquidar
mediante la figura del pronto pago) y en consecuencia obtener tremendos ahorros
para la república. Esto significaría que
alrededor del 30% del presupuesto
nacional destinado al servicio de deuda se podría dedicar a inversión en la
infraestructura necesaria para así impulsar vigorosamente el desarrollo de la
nación (educación, hospitales, seguridad social etc.).
Si
revisamos la historia de la economía venezolana nos podemos percatar de que
los periodos de dificultada
siempre están estrechamente ligados al tema del endeudamiento irracional. Por ejemplo si usted
revisa la economía en los años 1970-1980 y hace un paralelismo a la
actualidad son destacables dos aspectos
fundamentales. Uno fue el tremendo e injustificado endeudamiento y le segundo
fue el extraordinario incremento de los precios del petróleo. Entre los 70 y
los 80 adquirimos de forma irracional alrededor de unos $30.000 millones de deuda.
Teniendo unos sorprendentes ingresos
petroleros (el barril de crudo a comienzos de los 70 se cotizaba en
aproximadamente $4 la unidad y en los 80 se llegó a cotizar por encima de $32).
De igual forma al comienzo de la
pesadilla socialista (año 1999) el barril se cotizaba a un promedio de $8 y casi de forma mágica la
república vendía el mismo barril de petróleo por encima de $108.
Pero
también se contrajo una deuda record de
aproximadamente unos $120.000 millones de dólares teniendo los ingresos por
renta petrolera más altos de la historia.
O sea dicho en pocas palabras
cuanto más dinero nos ingresa más nos endeudamos. Al observar esta anomalía cualquier persona
se pregunta ¿deuda para qué? No fueron
suficientes las inmensas cantidades de dólares provenientes del astronómico
incremento en los precios del petróleo. Fue
necesario hacerle este daño a la nación ¿Porque hipotecar el futuro de
las próximas generaciones en nombre de unos lideres (caudillos) que al final
del día no les interesa en lo absoluto el futuro de la república? Y lo más
patético es que el bolívar ha recibido en estos últimos 15 años la devaluación
más salvaje de toda la historia. Si esto no es traición a la patria entonces
como se le puede llamar.
Es urgente
realizar cambios y re-plantear nuestra estrategia para así aprovechar al máximo
las fluctuaciones de los precios del petróleo. Y como medida inicial debemos re-activar en la medida de las posibilidades la figura del fondo de estabilización
macroeconómica. Ya que como todos sabemos los precios del petróleo (como todo commodity)
está sujeto a diversas variables que la nación no puede ni podrá controlar.
Lógicamente este fondo es simplemente un paliativo ya que el reto es más amplio
porque a largo plazo el ideal es hacer crecer nuestra economía de forma
sostenida (haciendo énfasis en el sector exportador no tradicional) y para hacer esto es necesario
utilizar a PDVSA como palanca de desarrollo. (El caso PDVSA por su importancia
se desarrollara más adelante.)
Pero siendo
más agudos en el análisis: ¿Qué paso con los extraordinarios ingresos
provenientes del petróleo? ¿A donde fueron a parar estos recursos? La respuesta
es sencilla y aplica a los 2 escenarios (década 70-80 y a los años 15 años del
socialismo del siglo 21). Fuga de capitales. Si exportación de capitales. ¿Quién
y porque se generó esta fuga de dólares?
La
respuesta a estas preguntas es la terca e insensata posición del gobierno en
mantener de forma artificial una moneda totalmente sobre-valuada. Mientras
nuestro bolívar tenga un valor muy por encima de su realidad va a ser inevitable
la salida de dinero. Y estas corridas de efectivo se ven materializadas con
inmensos depósitos de ciudadanos
venezolanos en el extranjero (activos financieros) o con
la compra de propiedades (activos no financieros) en Miami, New York, Madrid,
Panamá etc.
O sea con
nuestros dólares financiamos la industria de los bienes raíces en otros países (teniendo
un monstruoso déficit de vivienda en Venezuela). ¿Y porque nuestros nacionales
están tan deseosos de invertir sus ahorros en el extranjero? La respuesta pasa
por varios factores:
1. Poca
remuneración de su ahorro (tasas de interés negativas) 2. Y tal vez lo más
importante la no presencia de 2 palabras
mágicas que son confianza y sentido común.
Mientras el
presidente Chávez decía improperios y vulgaridades en cadenas de radio y
televisión, toda persona que tuviera algo de sentido común (incluyendo a algunos funcionarios
gubernamentales) simplemente se dedicaban a adquirir dólares baratos. Pues ante una evidente
sobre-valuación del bolívar, tasas de interés negativas y la inviabilidad del modelo económico tal vez
la única opción para proteger el capital de la locura socialista se manifestó en una fuga espectacular de dinero.
En pocas palabras la nación recibió ingentes cantidades de dólares (casi un millón de millones de
dólares), contrajo un endeudamiento en más de un 300%, devaluamos nuestra
moneda salvajemente y no conforme con
eso terminamos financiando el desarrollo de otras naciones.
Y en la
medida que aumentaban el discurso radical y lejos de plantear soluciones reales
se estableció un perverso y corrupto sistema
de control de cambios que en teoría buscaba frenar la fuga de capitales pero en la práctica sencillamente lo estimulaba
a paso de vencedores. (Parafraseando una expresión oficialista).
2.3
Política Cambiaria: Por razones más que obvias es urgente eliminar el control
de cambios y dirigirnos a un esquema cambiario único, fluctuante y de libre
convertibilidad. Ahora bien el desmontaje de este control debe realizarse bajo
varios supuestos:
A. Nuestro
Banco Central (BCV) debe de tener la suficiente disponibilidad de efectivo (US
Dólar) en reservas para así atender la inmensa demanda de divisas. Demanda que
por cierto ha sido contenida y que al momento de levantar el control al dólar es de
suponer que será bien alta ya que la necesidad de importaciones es acentuada.
B. El hecho
de que exista libre fluctuación de la moneda no necesariamente significa que el
BCV no realice intervenciones en el
mercado para realizar ajustes sobre la marcha. Es importante destacar que la
política cambiaria puede ser una herramienta para estimular al sector
exportador. Y en ese sentido va ser prudente
mantener un cambio sub-valuado con respecto al dólar. El tema del manejo
de la política cambiaria está sujeto a una serie de premisas que requieren más
análisis y que por cuestión de tiempo y espacio no tratare con detalle en esta
parte del ensayo. Pero en la medida que
tenga tiempo abordare el tema
en próximos días.
Los puntos
arriba descritos pasan por el hecho de que el BCV tenga suficientes reservas
(liquidez en dólares), Para afrontar la demanda propia de un mercado sediento.
Es aquí en donde se deben tomar decisiones de orden político. La república a mi
entender debe de acudir a los organismos multilaterales (FMI-BM) y solicitar
recursos para así disponer del suficiente dinero y afrontar por ejemplo la
eliminación del control de cambios.
Lógicamente acudir a estos organismos para
solicitar dinero significa que hay que asumir algunos compromisos o
condiciones. Yo soy del pensamiento que debemos prepararnos de antemano e ir
desmontando todos los controles de precios en la economía.
Pero volviendo al tema del dólar y su precio en
el mercado una vez que vallamos al sistema de cambio único, fluctuante y de libre convertibilidad, un punto a
analizar es cuál sería el precio inicial de la moneda. En ese sentido todo
dependerá de varios aspectos tales como:
A. Reservas internacionales y disponibilidad de
liquidez en cualquier otro fondo diferente a lo depositado en BCV.
B. Dinero proveniente de los préstamos
provenientes del FMI-BM.
C. Programa aplicado para reducción paulatina
del déficit fiscal. Y en general otras medidas que sean necesarias para
reafirmar la viabilidad del programa de ajuste.
En la actualidad es prematuro entrar en estimaciones del
precio arranque en un mercado de libre convertibilidad pero tal vez podría estar entre 90 y 120BS por
dólar. Y digo prematuro porque es necesario evaluar la evolución las acciones
arriba expuestas y al mismo tiempo hay que estudiar otros puntos que son de
vital importancia tales como: Tasas de interés, política fiscal, política
tributaria, seguridad social, PDVSA etc. En una segunda entrega presentare el resto de
mis propuestas con relación a los ajustes estructurales que requiere nuestra
economía.

Supply Chain Management
In 1810 Napoleon Bonaparte said "An army marches
on its stomach." And after this event many people began to understand the
importance of the concept of Supply Chain Management. The expression of General
Bonaparte was dramatic because he was close to losing an important battle for
insufficient resources.
Once made this brief comment which highlights the
importance of the subject of this essay. Let us see the topics or aspects of

Let's start with a simple but conscious identification
by: Michael Hugo’s (2006)... "Supply Chain Management is the co-ordination
of production, transportation Among the Participants in a supply chain to
Achieve the best mix of responsiveness and efficiency for the market being
served "(P.4).
To complement the recently quoted may be added that in
any process of Effective Management Must take into account coordinating all
pieces chain without losing the quality control in order to maintain high
degree of satisfaction to our customers.
Another element to consider is the speed in all
activities. And that can be achieved with small inventories, lower operating
costs and sufficient availability of product to our customers. At the same time
all decisions related to supply chain management must cover all aspects related
to the company's corporate policies.
The most important elements for a supply chain
These elements are six: Production, supply, inventory,
location, transportation and information.
Production
Production decisions
are based on the needs of our customers. In this part of the chain must
consider what products will be produced and how many units will be manufactured
and of course we cannot forget about the production processes and quality.
Supply
Every organization must
determine the size of its facilities and the amount of equipment needed for
their operations. Once you have determined to the above mentioned is selected
the possible suppliers. This should be the most flexible and reliable as
possible. Because depending on this the chain of production this is will be
more reliable for the company.
Inventory
The inventory is critical throughout the supply chain.
It is important to establish flexible policies to have a good efficient control
inventories. And establish appropriate levels of raw material because otherwise
it can be inaccurate and this can bring big problems for the firm.
Location
Basically the location of the facilities of the
company depends on where is the market for the firm. And accordance with the
above mentioned. And all strategic business decisions should be directed
towards this goal (Logistics, technology etc). Other aspects to consider at
this point are taxes (Federal, State and Municipal) because the taxes of any
kind have a significant impact on any company.
Transport
This aspect is closely linked to the location of our
clients and our suppliers. The company must ensure the ability to move their
goods. For this objective should be to maximize the resources available because
the transportation is a cost that may eventually be very expensive.
Information
An efficient administration in any supply chain passes
through the information. Currently there are various methods for the collection
and information management. One example is the account management software,
scanners etc. Without good information the manager loses control of all
processes in the chain. And this causes serious problems for the organization.
Conclusion
The concept and treatment this subject is extremely
complex when at analyzing large companies such as Ford or Sonny that has great
production lines. The theme is a range of stages from production, through
inventory management and ending with the monitoring schemes and information. It
is a topic that should be studied in order to fully understand the complex
processes of production for companies such as those mentioned above.

Business Ethics in Our Society
The ethics and
values have been and will be extremely important in the business world. These
qualities necessarily are reaffirmed with earnestness at present and in the
future.
As everyone
knows one of the main causes of the financial crisis facing the United States
has as its main element the failure or almost absent ethic from some operators
in the financial industry. This lack of awareness has created (among many
calamities) the bankruptcy of numerous banks and in general the disappearance
of a large number of companies. Consequently resulting in unemployment to
levels that border on 7.9% (about 13 million unemployed). Is amazing how the
lack of scruples of the big financial players (the guys on Wall Street) plus
the apathy and lack of foresight of regulators combined with overconfidence or
lack of information from the public, they could be the dominant factors the worst economic crisis since the Great
Depression of the 30s.
The concepts of
ethics and values need to be worked out, maintained and reinforced in the
business world. And should not be forgotten under any circumstances. Because if
forgotten likely the organization (whatever its size and resources) will have
great difficulty not just with the authorities but with its customers,
shareholders, employees and the general public.
When one has the
opportunity to review and analyze the information as contained in Ethics
Resource Center (www.ethics.org) one can
examine in detail and depth of ethical codes that should be used by companies
wishing to work taking into consideration values just cited. To make a more
detailed analysis in the first part of this paper and pointing out the strong
recently cited is imperative to consider the following: Why is it important for
a company to have a code of conduct? What are the most common points in the
code of ethics? and finally how we determine the values of a company?
As a second
point in this paper I will review in detail a company that was chosen at random
from the Fortune 500. The institution selected for this study was Bank of
America. The idea is to check whether there is correlation between corporate
values and code of ethics of the bank.

first question we start from the definition of: Driscoll, Dawn-Marie and W.
Michael Hoffman (2000) "... a code very well written and thoughtful serves
as an important vehicle of communication that reflects the pact of an
organization has done to defend their most important values and deals with
issues such as its commitment to employees, their standards for doing business
and their relationship with the community.”(P77).
To complement
the above mentioned may be added that a code of conduct is the basic rule that
establishes the central guideline for relations between employees (regardless
of their level), and its environment. At the same time covers all aspects
linked decision making. And how are you making must be framed within the values
and principles of the organization.
Another
important aspect of the code of conduct is the commitment of all members of the
organization to meet the standards that the organization seeks. And what are the
routes or roads to be followed by the employees to meet these goals. As a
second aspect is the query of what would be the most common points in the code
of ethics? In this regard it highlighted established by Ethics Resource center
on its website (2010). The content of the code (rules) may vary substantially
between organizations and where this established company.
Among the basic elements applied to the code
of business ethics are: No harassment, whether the diversity and
nondiscrimination. Regard to all privacy and confidentiality clause (At all
levels). And this includes employees, customers, management and shareholders.
Clarity of the information (should be eliminated all kinds of manipulation).
Prevent and control all types of conflict of interest (in this respect the
rules must be very clear about the issue of gifts and gratuities). Negotiation
of contracts (business parameters must be transparent and without any personal
interest). And as a last point would be a commitment to community and the
environment.
Order to
establish answer to the question related to how to define the values of the
institution? Is important to start with
the fundamental values that will govern the company, and in this sense it is
essential to begin with basic concepts such as honesty, responsibility, fairly
and respectfully. Logically these provisions are applicable to employees
whatever level of the organizational structure. And that covers: Customers,
suppliers, shareholders and the general public.
Once these
patterns of behavior and action within the firm. It must disclose in a clear
and accurate to everyone involved in the company (this information is not
enough to be placed on the boards of the company). It is imperative to be
consistent with the application of these rules. And apply when the situation
requires it.
Define the
values of a company must be a fundamental task at the same time an act of
extreme responsibility and honesty from the people who will lead and manage the
firm because otherwise failure will be the next event to occur.
The elaboration
and subsequent implementation of the principles must be an everyday work by
everyone involved. And above all things have to make an effort to involved and motivated
employees to follow these fundamentals (personally I think the key tool is the
example). If the organization understands and agrees with the codes and
principles of the company probably the result will be a successful formula.
When you look at
Bank of America and especially its ethics code and compared with the parameters
of Ethics Resource Center (ERC) certainly there are similarities in the basic
aspects.
But obviously
this company (the bank) has a feature that makes it very interesting. Because
as bank needs to be predisposed to work with factors such as: Financial risk, strict
regulations imposed by the financial authorities and the real possibility of
confronting financial affairs.
And with this
feature it is logical to think that the code of ethics of this institution has
elements that make it very particular by the nature of the business in itself.
Another element that is well highlighted between the bank code of ethics and
guidelines for Ethics Resource Center (ERC) is that the bank will take very
seriously any complaint made to the hot line code violations. And if it should
be a rule violation and if in fact it is verifiable, the company reserves the
right to terminate the employee and even take legal action against the
offender.
As part of the
conclusions Bank of America certainly covers a good proportion of the
approaches developed by the Ethics Resource Center (ERC). And as discussed in
previous paragraphs this institution (Bank of America) for their features has
aspects that make their particular ethical code in many respects.
Another
important characteristic is that they (Bank of America) put tremendous emphasis
associated with tips and gifts to can receive employees. Not opposed in
principle but this situation is very well regulated by the bank. If a customer
decides to make a gift or present to any employee or associate itself
immediately notify the immediate supervisor. If the employee fails to notify
his intention of receiving the gift may be considered to receive a punishment
or reprimand for not warns the intention of receiving the present.
Is important for
companies (no matter their size) be alert to their codes of ethics are fully
implemented. To the extent that this rule (corporate values ethical codes) are
not properly applied and especially to the persons responsible for its
implementation does not give the respective instance likely will repeat cases
like Enron, Lehman Brothers, Goldman Sacks and Bear Stearns. And the repetition
of situations such as those experienced in 2007 (until today) with the fall of
our economy because of the low or near zero ethics of some bankers is simply
unacceptable. And for this reason it is important that the public be vigilant and
require the authorities and regulators greater supervision and control to
prevent this from occur again.
Another aspect
